Local Law Enforcement Block Grants (LLEBG): FY 2004 Application and Award Process
Application Period: The FY 2004 application period will open on June 28, 2004 and will close at 8:00 p.m. e.t. on Friday, July 23, 2004.
After a jurisdiction has submitted a Local Law Enforcement Block Grant application via the LLEBG Grants Management System (GMS). BJA will review and approve the application or request that changes be made, if necessary. Once BJA approves the jurisdiction's application for funding, the award process will begin.
Award Acceptance: The FY 2004 award must be accepted within 45 calendar days from the award date. All awards not accepted within this 45 day period will be deobligated and funds will be redistributed among future eligible applicants during the next LLEBG funding cycle.
Receiving your Award Documents and accepting the Award does not provide your jurisdiction with immediate access to the Program funds. Prior to actually receiving funds, you must meet several Special Conditions and complete the Request for Drawdown process.
Request for Drawdown (RFD): The FY 2004 RFD must be submitted within 90 calendar days from award date. If your RFD is not submitted within this 90 calendar day period, your funds will be deobligated and will be redistributed among FY 2004 eligible applicants during the next LLEBG funding cycle.

Once the award has been accepted, the recipient must complete a Request for Drawdown (RFD), through the LLEBG GMS, in order to receive grant funds (RFD: Documenting project plans and costs and verifying public hearing and advisory board requirements.) The recipient has 90 calendar days from the date of the award to complete the RFD process. |

| 8. Once the recipient has completed and submitted the RFD, BJA will review it and forward the request to the OC for payment. |

| 9. OC will process payment within 5 business days. Payments will be sent to recipient's (jurisdiction) bank account, as documented on the ACH vendor form filed with OC. |
OC Note: Award recipient is responsible for completing ACH vendor form and keeping the recipient banking information current with OC. |
| 10. BJA will release Grant Adjustment Notice (GAN) to award recipient which establishes 24 month expenditure period. |
