Sex Offender Management Discretionary Grant Program, FY 2004

Selection Criteria
Applicants will be evaluated by a peer review panel according
to the criteria outlined below.
- Understanding of and Commitment to the Principles of
Sex Offender Management (25 points)
Applicants must
clearly demonstrate an understanding of the principles of sex
offender management and provide examples of how those principles
are applied in current practice or where their absence will
be remedied through the receipt of this grant.
- Description of Current Sex Offender Management Policies
and Practice (20 points)
The applicant must include
a description of the jurisdiction's latest data on the
management of sex offenders in the following six areas:
investigation, prosecution, and adjudication; offender assessment;
treatment; reentry; supervision; and registration and community
notification. The applicant must describe how the jurisdiction
is currently implementing
the four principles of a comprehensive approach to sex offender
management: victim-centered approach, collaboration,
specialized
knowledge, and
evaluation (for more information, see the Program
Narrative section).
- Need for the Project and Commitment to System Change (20
points)
The applicant must explain specifically what the project
proposes to do. The applicant also must describe the problem
to be addressed
and explain why this is an important issue for the jurisdiction.
The applicant must provide information on the nature and
extent of sexual offenses in the applicant's jurisdiction,
including
available data on the known sex offender population. The
applicant also must
exhibit a clear understanding of the nature and urgency of
problems posed by this population and by the jurisdiction's
current approach
to sex offender management.
- Management and Organizational Capability (20
points)
The applicant must describe the management structure
and staffing, specifically identifying a grant coordinator
and research coordinator.
The applicant must demonstrate the capability to implement the
project successfully. Collaborative commitments must clearly
specify respective responsibilities. Teams must be described,
including
the name, title, and agency affiliation of each team member.
The applicant must provide job descriptions that outline the
roles
and responsibilities of all key positions and résumés
for the staff who currently hold these positions. An MOU must
be provided for all agencies represented on the team. Letters
of support
should be provided, where appropriate. Collaboration that has
previously occurred in sex offender management should be documented.

plans that describe goals, action steps, timelines, and responsible
parties
also
must be
provided.
- Budget (15
points)
Applicants must provide a proposed budget that is complete,
allowable, and cost effective in relation to the activities
to be undertaken.
Applicants should budget for a 3-day technical assistance
workshop for five to eight team members. The budget must
include the required
25 percent match. Contributions may be cash, in-kind services,
or a combination of both.
