Appendix A : Memorandum of Understanding
The memorandum of understanding should be a single document on
agency letterhead that clearly articulates the commitment of the
team members to critically assess all of their current practices
and develop strategies of systems change that will enhance their
management of this population. It should include a statement about
the mission of the collaborative team, the membership of that team,
and a description of the working relationship among team members.
The memorandum of understanding should include (but not be limited
to) the collaborative team's direction and/or approach to:
- Assessing its current practice and identifying gaps in service
delivery and policy.
- Prioritizing the list of identified gaps and developing strategies
that will fill those gaps.
- Developing clear goals and objectives
that will guide the implementation of the strategies created
to fill the identified gaps.
- Structuring the collaborative team,
including clarifying the definition of team roles and responsibilities,
determining the
team's decisionmaking process, planning for regular meetings,
and creating methods for the regular exchange of information
regarding sex offender management among the collaborative members.
- Developing
and monitoring a work plan that will reflect the activities
and progress of the project through the regular reports
describing team accomplishments and challenges.
The memorandum of understanding should be reviewed by the team
on a regular basis to ensure that their work accurately reflects
the MOU's mission, goals, and objectives.
