PURPOSE: The Twentieth Judicial Drug Court will use grant funds to implement an adult
drug court in a rural jurisdiction, which will serve 100 to 200 felony nonviolent, substance-
abusing adult offenders annually. The program will last approximately 12 to18 months and will
operate based on a post-adjudication model. The program will provide intensive judicial
supervision, sanctions and incentives, mandatory drug testing, and aftercare services through the
use of a 3-phase structure. The goals of the program are to reduce substance abuse and related
criminal activity. The court has established relationships with local law enforcement agencies,
local substance abuse treatment providers, the Adult Education and GED Career Center of
Greenup, Greenup County Health Department, Helping Hands, Habitat for Humanity, and the
Department of Public Advocacy. The court will conduct process and outcome evaluations,
which will evaluate the court's operations and impact on the surrounding community. The court
will use the Kentucky Drug Court Management Information System, which will allow the court
to maintain a uniform database throughout the drug court.
